As you can see, I found Sudden Raid 30 50% at Homunculus.

This is great! This means it's possible that other dropped Dual Blade books are also 50%.

It's currency for Pachinko, a mini-game that's pretty much a gambling game (though, not really counted as "gambling" in Japan, since gambling is illegal).

I don't think so. This seems more like another side effect of the BB patch.

At least to me it seems like they got the BB Patch from KMS, re-did all the text into Japanese, worked on the WT areas (If they didn't already get changed in BB), and opened Tespia. As such, any changed items (Not new, changed) like Skill Books that have a lower % but still exist in KMS are reverted to their KMS version. Stuff like the +20 Attack Food things aren't changed because they aren't in KMS, but things like Skill Books, if they were changed in JMS, are reverted back to their original form.

It's unknown whether JP Nexon will change it back or not. It depends on if people tell them and if they care. If people don't tell them, even if they find out later they probably won't change it back to avoid people getting annoyed by them changing it later.
