Why does maplestory.exe open a webpage and not the client?

Go to my computers, C Drive, Programs files, Wizet, Maplestory, and click on the "GameLauncher" icon, that should open up the client.

Because an .exe has the full potential to open up the maplestory webpage where you're supposed to log on. But everyone here uses Gamelauncher because either the website loads too slow for them or they just like the feel of an actual client.
