Are you trying to say that it's because they are buying regular royal face coupons in exchange for mesos in the FM?

This just tells how misinformed I am...

YOU CAN TRANSFER CASH ITEMS? O_O From mules to new legend classes on the same account? Or transfering from one character to another character on a different account (that would be more likely)

Yep, they most likely have the coupons on a mule account just waiting for them to transfer it to. The fm stores aren't the only place you can trade cash items through, there is a person to person cash trade thing also. As for the mules to legend classes thing, no. Their cash shops are separate from everyone else.
