I dont think you can find him.
It says go to the homepage and check the event schedule to participate the event.

Could someone help me translate the event schedule? It seems like it runs from 1/7/09 to 15/7/09, but I'm not sure about it.

Its about the 2x exp and drop, theres 2x exp soon today also.
