I am confused just as you are.

That quest gives out a medal that does nothing however.

Those relic stones you pick up. At a very low chance it can be one of the special stones required for this quest. If you collect 8 of them, you get that medal.

Just keep picking up those rocks. Once in a while, you'll get an etc. item that you'll need to give to someone (Gaga, Cassandra, Maple Admin) and once you hand in all 8, you'll get a medal.
