Tab out of the game, hit your hotkeys to change your language to korean (on your desktop), click the letter A on the bar so that it turns into a korean symbol instead. Switch back to English. Tab back into the game and try again.

Also when you're switching back and forth, make sure you press alt+shift once when you open the program (don't push it again, it will toggle that part off) before hitting your other hotkeys like alt+~ or alt+=.

Fixes most people's problems, 'course this is presuming you're using Windows XP. If that doesn't work, provide a SS of your language bar expanded and I'll see what I can add to it.

You have to set it again once you switch windows.

For example:
You type in Korean on NotePad
If you try to type in Korean in a different window, even if it's the same application but a different window, you have to set it in the language bar again.

Sorry if it's unclear. :P

Left ALT+Shit, Right Alt.
You should be able to use korean in game with that method.

When you switch to KO on your language bar (expanded, not minimized in your toolbar), do you see the letter A on it? If so, click it so that it changes, Gath. o: Just taking a wild guess there~

Right click the language toolbar and select additional icons in taskbar.

This will most likely fix your problem. Go to the place where you add and remove languages. Set Korean as the default language (keyboard input ime 2002 something..). Since Korean offers English and Korean together, you can switch between two languages by pressing the alt key on your right. Oh yea, restart your machine so that the settings take place.
