What?!Avatars problem :)

First,I think i'm on the correct section,if not,move?! ._.
Is there a problem with avatars or something?Does it accept Image from URL?It always says Invalid Url, when i tried to host my image on Photobucket (http://i287.photobucket.com/albums/ll155/tamekii/avatar.png) or ImageShack (http://img167.imageshack.us/img167/7149/avatarpy2.png) it gave me the same error.

And when i got it from computer it just sucked the quality.
