Hat And Cape?

How Can I get this hat and cape? I saw them both on somebody before so that means they have to be somewhere :/

They could have been taken out of the cash shop...

I don't know about the hat, but the cape was available. It was in a package (14900 NX total i think) along with other goodies in the package. Unfortunately, it's not available anymore.
