Lvl 68 Evan Quest

I got this quest... from secret Agent and I dont know what to do:

also, I get this message when I double click the bag:

You have to double click the bag at the map "Sky Balcony." I have no idea where that is; it's probably a hidden map for the quest. It says another member has prepared a ladder for you to climb up.
