I get this popup when registering? Can anyone translate it for me?

So, I'm trying to register and I've got my name and KSSN, but I get this error when I submit it. I tried it twice each time with a different name and still get an error.

But anyways, here's the error I get the second time I tried it.

EDIT: Also, for the KSSN under 14, it would be any year of 1993 or lower right?

the name has to be in hangul..

You got another site for last names? I've literally tried everyone on the site the registration guide gave. I've looked through google/yahoo for last names in korean.
