Is paypal blocked like it is in JMS?

So, is the use of paypal blocked over here like over at JMS? I know of the cn-usa site, but can I use paypal or did they block it?

it's not that it's blocked, but there isn't a direct charge method that accepts paypal. the only way to use paypal to order kMS nexon cash is through cn-usa.

Oh well, at least it's easier here then JMS, at least for me.
