When you get to 20, Change Channels/relog and press accept. Rest is pretty easy from there.
You have to be 20, even if you get the flash at 15ish.

you can by getting to level 30. you should log in later on and get a video popping up with your character being replaced by a cygnus character. after that, you will be sent to a dark room with the Man (not sure about his name) and if you press the orange button, you will be sent to make a Cygnus character. its similar to a regular character, except it gets 6 AP per lvl and only lvls to lvl 120. It has completely different skills and what not. 2 of the cygnus characters can be found at the top in the banner.

lol yea it happened to me before that too. but i guess it just happens the first time you log on each day?
but, once it happens, you dont get a Cygnus character until lvl 30. at least, thats what im interpreting here.

Edit: Really weird. i just logged on and, at lvl 21, i made a Cygnus O.o
currently a lvl 13 Soul Master...O.O
