If you mean to ask, "Why can I not create a Phantom?" then it is because Phantom is a time-limited class and their creation period has already ended in the Korean version of MapleStory. If you want to play Phantom, you will have to choose to play another version of MapleStory.

For example: Global Maplestory, in short Gms. Ehm... but I dont think there released in gms, yet. So you must/should wait until they released it again. It will be maybe tommorow or in a year, nobody knows.

The only other version that has Phantom creation currently available is the Japanese version of the game. The creation period will end on July 25th.
